CL Low-beam fuse keeps blowing

My 2001 CL driver side low beam headlight went out. Fuse was blown, and every fuse I replaced it with (20amp) blew as well. High beam still works. Replaced the low beam bulb but same problem exists. I've read about the brain headaches involved with replacing inverters. Before I go there, am I possibly missing something? If it is a ground issue, where would the ground for that side exist? Thank you for any advice on this issue.....
